Ukraine lacks the power generation capacities and electricity imports to cover consumption, and rolling blackouts were introduced in some oblasts this morning, 16 May.

Details: „We chronically lack generation and imports to satisfy the current level of consumption,“ he said.

Kovalenko noted that the situation during the night and morning hours turned out to be more complicated than the power companies had expected.

„Yesterday evening, [Ukrainian national power company] Ukrenergo set the volume of [energy consumption] limits that would allow us to work within the schedules [of power outages], but these limits were adjusted several times during the night and in the morning. We fell hopelessly out of the limits this morning, so rolling blackouts were applied,“ he added.

Ukraine’s Energy Ministry reported that the power supply restrictions were lifted around midnight but re-imposed on an emergency basis in certain oblasts: Dnipropetrovsk and Kharkiv oblasts, the city of Kyiv, and Kyiv Oblast.

Kovalenko said that the cities of Kyiv and Dnipro, and Dnipropetrovsk Oblast have been reconnected to the power grid and expressed hope that there would be no emergency blackouts during the evening peak consumption period.

Background: Ukrenergo introduced schedules of hourly power outages throughout Ukraine on 16 May for household and industrial consumers.
